Guard rails: each effect is clamped to ±0.3, total benefit ≤ 0.4, only known verbs.
Proposals accept to put them in the office, reject to throw them away

Tempting when: how the action's score grows with the gauges (stressed = stress, tired = 1 − energy, focused = focus).
Effects: what doing it changes — green is good for the Intern, red is a cost.
